长周末 /cháng zhōu mò/ long weekend: 指在周六和周日之间至少加上一天的额外时间,通常是周五或周一。

从2008年1月1日起,中国开始实行小长假制度。小长假指国家有关部门对节假日进行调整,取消五一国际劳动节长假,增加传统节日元旦、清明、端午、中秋为法定假日,形成元旦、清明、端午、中秋、五一、十一、春节传统节日的假期系统。2012年前后,公众对国务院办公厅有关部分节假日的安排,往往持批评态度,主要原因之一是双休日调休无章可循,忽而出现一个月内休息和工作被分解为8段,忽而出现连休3天后连续工作8天的情况。

根据2013年法定假日的安排,元旦假期后要连上8天才能双休,春节假期后又要连上7天班,清明过后连上6天,连上7天班才能过“五一”,连上7天班才能过端午,中秋3天假期后,要连着上6天班,中间9月28日休息1天,然后再上2天班才能迎来国庆。由于不断调休,改变了公众正常的作息时间,意见自然就比较多。

2013年3月,对国人带薪休假制度特别关注的清华大学政治经济学研究中心教授蔡继明提出建议实行长周末制度。长周末制度就是指以双休日为中心,借(或挪)用节假日来凑成3天长周末。长周末制度与小长假制度的根本不同在于:小长假即借(或挪)用双休日分别与元旦、清明、端午等5个为期1天的法定节假日凑成3天小长假;而长周末制度是以双休日为中心,借(或挪)用节假日来凑成3天长周末。

Since the public’s normal work and rest schedules have been changed due to the continuous adjustment of rest days, there will naturally be more opinions.

In March 2013, Cai Jiming, a professor at the Political Economics Research Center of Tsinghua University who was particularly concerned about the paid vacation system for Chinese people, proposed the implementation of a long weekend system. The long weekend system refers to taking weekends as the center and borrowing (or misappropriating) holidays to make up a three-day long weekend. The fundamental difference between the long weekend system and the small long holiday system is that: the small long holiday is to use weekends to combine with the five one-day statutory holidays such as New Year’s Day, Qingming Festival, and Dragon Boat Festival to form a three-day small long holiday; while the long weekend system is Focus on weekends and borrow (or appropriate) holidays to make up a 3-day long weekend.
